Project Director*
The company is engaged in Engineering and Project Development in Environment, Petrochemicals and Energy industries. In Russia since 1988. The current focus of activity is technology supply, project engineering and turnkey execution of a large contract in treating wastewaters emanating from a large gas complex belonging to Gazprom in the city of Orenburg in Russia. The company has offices in Toronto, San Francisco with the main engineering base currently at the project location in Orenburg, Russia. Job Description: Shall be fully responsible for the implementation of the project including planning, coordinating engineering & construction work as well as commissioning. Has full technical responsibility for interpreting, organizing, executing, and coordinating assignments. Must be able to act independently on engineering & construction matters and designate assignments as a strong leader. Responsibilities include but are not limited to such as: • Directs and provides technical and administrative guidance to engineering team in the efficient management of engineering including construction. • Direct and manage project development execution including review drafting of domestic and international vendor ‘Contracts’ through the engineering, construction and commissioning phases. • Coordinate outstanding issues with end Customer on a continuous basis. • Estimate the resources and participants needed to achieve project goals and schedules. • Draft and submit budget proposals, and recommend subsequent budget changes where necessary. • Plan and schedule detailed project timelines and milestones using appropriate tools. • Track project milestones and deliverables and report these trends on a periodic basis. • Proactively manage changes in project scope, identify potential crises, and devise contingency plans. • Conduct frequent project review, including subcontractor performance, cost overrun analysis and create and execute recommendations report to make appropriate corrections. • Develop best practices and tools for project execution, safety and management. • Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work. • Reviews staffing plans on all assignments. • Determine and assess need for additional staff and/or consultants and make the appropriate recruitments with appropriate approval of HO in Canada. • Delegate tasks and responsibilities to appropriate personnel. • Identify and resolve issues and conflicts within the project engineering, construction teams. • Conducts performance reviews in accordance with approved procedures and holds career development discussions. • Monitors the use of available engineering computer programs, technical advances and engineering management control techniques on the projects assigned. • Formulates and recommends for approval, engineering plans and programs for assigned projects. • Champions the creation of a work environment by leadership, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction on the project or program. Basic Qualifications: • Must have at least a bachelor’s degree in engineering from an accredited University. Additional MBA would be helpful and merit as additional qualification. • At least 10 years of extensive heavy EPC industry experience in progressive leadership positions, strong preference given to candidates with industrial water treatment experience. • Experience of working in Russia and leading a project team is essential.. • English is a must and preferably working knowledge of Russian. • Extensive technical knowledge of engineering systems, engineering calculations, applications of engineering methods and materials and applications of computers 2-D and 3-D computer aided design (CAD) and computer aided engineering (CAE) to engineering problems. • Knowledge of global business unit activities and operations including business development, financial, legal, procurement, construction, environmental safety and health (ES&H), and quality assurance. • Broad knowledge of industry/regulatory codes and standards, automation programs, engineering department procedures, and project controls and design criteria in all engineering disciplines. • Broad knowledge of administrative practices. • Excellent communications and interpersonal skills. • Geo-culturally flexible and adept at adjusting to cultural norms. • Proficient in negotiation for dealing with client representatives and sub-contractors.
